Rachel M. Werner is a Professor of Medicine at the University of Pennsylvania's Perelman School of Medicine and the Robert D. Eilers Professor of Health Care Management at the Wharton School. She is also a practicing physician at the Philadelphia VA and, through June 2026, served as Executive Director of Penn's Leonard Davis Institute of Health Economics.
Her research examines how health care payment and related policies shape the organization and delivery of care, with particular attention to post-acute and long-term care, nursing home quality, and the unintended consequences of quality-improvement incentives — including her early work showing that public reporting of quality information can widen racial disparities. She is an elected member of the National Academy of Medicine and a research associate at the National Bureau of Economic Research.
